Ukraine Shelter Coalition selected its first projects

Seven projects will build or renovate shelters in hospitals and daycare.

The International Civil Protection Shelter Coalition for Ukraine has approved funding for the first projects to build protective structures, according to the Ukraine’s State Emergency Service.

Of the selected seven shelter initiatives, four are to renovate or build a new shelter in hospitals, and three projects involve the construction of shelters for daycares. The new shelters will be constructed in the regions of Chernihiv, Dnipropetrovsk, Kherson, Mykolaiv, Odesa, and Sumy.

The selected initiatives are funded from the European Union Ukraine Facility, and they will be implemented by the Lithuania’s Central Project Management Agency (CPMA) and Belgian Agency for International Cooperation Enabel. Enabel has published a tender for the construction of a new underground shelter at Kozelets Intensive Care Hospital.

Finland leads the coalition with Ukraine

The International Shelter Coalition of Ukraine was established in November 2025 to develop Ukraine’s civil protection shelters. The Coalition aims to move the country from ad-hoc shelters toward a country-wide modern civil protection shelter network

The Coalition is led by Ukraine’s Ministry of Internal Affairs, and Ukraine invited Finland to serve as co-chair. The coalition has nine members in total: Ukraine, Finland, Belgium, Lithuania, Sweden, Ireland, Switzerland, the EU and the EIB.
